1. What is IO and what is it not, plus when is the best time that IO can be utilized and applied in the political / military decision cycle?
2. What are the primary DOD / DoS publications/instructions for IO policy and doctrine issues, plus which portion of the Joint Staff/DoD and the State Department have the primary cognizance for IO policy and planning issues?
