The panel 01 for the “Boko Haram, Islamic Protest, and National Security” partnership development project highlights one of the most serious problems of the contemporary world: ideologically and religiously motivated violence. Terrorist movements like Boko Haram represent a challenge to contemporary Islam, distorted economic and political development, and correcting injustices of the international world order. Boko Haram is perceived as a terrorist movement with strong similarities, albeit with perhaps tenuous links, to similar expressions of Islamist violent protest and jihad elsewhere in Africa, the Middle East and even Europe and North America. In the debate about global terrorism, the quasi-singularity of Boko Haram stands out because its actions are circumscribed to a specific region. It is violence in the Lake Chad region by Africans that is directed against other Africans. Although the global and trans-national impact is clear, this panel discuss the argument that Boko Haram operates locally and regionally, because of the lack of resources caused by perpetual underdevelopment by the state. The perception of these problems in religious terms has dangerous consequences in relation to efforts to promote multicultural societies and peaceful interaction globally. Contrary to Al-Qaida or ISIS, Boko Haram does not seem to have ambitions to wage terror in the West, or even beyond the confines of Nigeria and Cameroon, with some spill over into Chad and Niger. Cameroon is attacked because the Nigeria-Cameroon border divides the region of Adamawa, the epicenter of Boko Haram violence. The resonance between local conditions and trans-national problems raises serious issues of public policy and national security. Boko Haram and similar expressions of jihad represent challenges to public policy, human rights and national security that currently are wreaking havoc on an unprecedented scale. This panel will engage in a dialogue of enquiry in an effort to think about strategies of response for policies of change and, at the same time, discussing knowledge that relates to historical and political context, religious and ideological underpinnings, economic and social impact, and the logistics of eliminating the conditions that spawned the movement.
