Review Scott Glick’s article and any additional commentary. What legal theories would support the United States monitoring the entire Internet, during a significant cyber incident (to include armed conflict), for malicious or destructive activity without new authorities and without suspending the US Constitution? If you think current laws would not support this type of activity, do you think new laws should be drafted to allow this type of activity in support of National Security, why or why not?
