Explain why the Framers of the Constitution divided the government into three separate branches and then further diffused the powers of government by implementing a system of dual sovereignty. Explain what is meant by dual sovereignty and the mindset behind federalism. How does this separation of political institutions, along with the system of “checks and balances” protect liberty?
